Like...if he is really good and should be playing as you claim, why would the team not use him or at the very least, trade him as a useful asset?

Kylington is the defense version of Sam Bennett. Lots of potential, but nothing to show for it in his opportunities. Numerous coaches have rolled through town and don't like something about him, so they either don't play him or keep him on a very short leash. I think the only reason they haven't moved him is because of the potential his skillset holds, and because of that, Treliving is probably holding a relatively high price.
