That's exactly it. Weather in Washington DC was probably not the #1, but one of the top reasons why I moved back. I'm not even joking.
In DC I would get maybe a month of very enjoyable weather. Never all at once. It would usually be a random Tuesday in April or December where by some miracle it's 22 degrees, sunny, not windy and low humidity.
Whereas in Calgary, we have 4 months of glorious summer weather. 4 months of winter, which may or may not be that great and 4 months of in between weather thats neither nice or particularly bad.
