What makes you think the Flames aren't aiming to be the best? They did the rebuild, they spend to the cap, they have pursued FA and trades, they have cut bait on players/coaches about as soon as reasonably possible.
What do they need to do to show that they are aiming for anything other than the best? The fact that they haven't achieved the upper echelon does not in any way prove that they are aiming for 16th.
