Having a bunch of cap space is one part of it. The second part is whether you want to use it to acquire futures, as Arizona is doing, or if you want to use it to compete, as Edmonton is... uh... trying to do. If you're Buffalo, you know there's no way you're going to be good this year so if you take on some bad deals for this season to make yourself better in 3 years, no harm done. All upside.
It's not really clear whether Seattle is doing that or if they want to try to make the playoffs this season. If I had to guess I'd say they will try to be competitive in what is a pretty weak division. I'm which case, they're not really competitors in the same market as Detroit and company.
