For regular middle-class people, yes. But for the very wealthy, things like public schools, public transit, street crime, etc don’t matter. They live in enclaves where the downsides of American cities are invisible and irrelevant.

NHL GMs know Canadian cities are at a serious disadvantage when it comes to attracting and keeping players who have options, even if Canadian fans can’t bring themselves to acknowledge it.
