The chart isn't counting the total number of picks, it's the total value of picks. A 1st overall pick is worth more than a bunch of extra 3rd and 4th round picks. Bad teams are at the top because they've gotten the higher draft picks.

the point is the same - higher value picks over the last 9 years (or whatever it was) have not resulted in good teams.
