You've got over 11M in cap space here before Barrie. Someone said 5M aav earlier, I think more likely 6 (I believe he wanted even more from Toronto), so we'll say 5.5.
Now you have 6M in cap space. Here are the
minimum needs and ballpark costs for each:
-A #6 defenseman (1.5-2M)
-A #7 defenseman (1-1.5M)
-A top 6 left wing (Devin Shore is your 4LW or 13th forward) (4-5M)
-A third line LW (2-3M)
-A 4th line C / wing (depending if MacLeod is actually going to play 4C or if he's the 13th forward) (1.5-2.5M)
... I say "minimum" because I think Josh Archibald is probably the 4th line wing in the above, which of course means you need a new top 6 RW for whatever line Puljujarvi isn't on. But let's say they go minimum. You're already way over what you can afford.
Here is a cap compliant Oilers roster with realistic cap hits for re-signed players. That said, it's only 22 players. That's because there's only about 300,000 in remaining cap space here.

If you were to be really optimistic and assume Kailer Yamamoto signs for $2M for some reason, you have just enough room to squeak in that 23rd roster spot at about league minimum... and still no room for Barrie.
