I would guess he would be relatively cheap, no? I don't see him as having a high upside, and definitely shouldn't be playing ahead of Backlund IMO. Monahan will out-produce him easily IMO, and I do expect Monahan to rebound (if healthy).
I actually think that with the Flames having lost Bennett last season, and Monahan possibly not being ready for the start of the season (I don't know if he is or not), then they are looking for someone to fill a spot and provide more depth. Maybe they don't want to re-sign Ryan, and maybe they don't look at Dube as a centre any longer.
There is nothing wrong with Dvorak, but IMO that is all he really is - solid depth that I would be happy if the Flames acquired, dependent on the price. I also think the "he played with Tkachuk" really does much - Jarome played with Hnat a lot too in junior.
Happy to acquire him dependent on the price, but this is just a solid depth move in my mind than any untapped potential.
