Banff is great, but all other things being equal, there are tons of other mountain towns around the planet. Why visit Banff if the only way to get there is by renting a private vehicle in a country you're unfamiliar with, then spend $400 a night on a crappy, run down hotel, when you can get to for example Salzburg, Austria via a 30 minute, 20€ train ride from Munich?
If the train is fast and frequent enough, I imagine a lot of folks will just stay in Calgary for the majority of their trip.

If it will attract more visitors then we probably shouldn't do it. There seems to be no appetite for expanding the mountain towns or adding new ones in Canada. Covid aside, they're bursting at the seams during the busy season already.
Also, shout out Salzburg. I haven't been to too many places compared to some of the world travellers here, but I have been there and it's fataing beautiful.
