I think this organization sometimes just cares more about the optics of how they treat players than actually winning.
They didn't want to appear like they were willing to lose Giordano so they couldn't trade him. They made a lot of fuss about how much they wanted to keep him but really didn't actually do anything.
Same with Iginla, they waited till Iggy basically wanted out and had little value before they even entertained the idea.
They probably could have traded Gio before the expansion draft, but didn't want to look like the bad guy in the situation.
