Trading Gio today is very hard due to the acquiring team needing to protect him.
Trading Gio after the expansion draft is a much easier, so I think what you've posted makes a ton of sense.
It's not really a question of Seattle bluffing or being greedy, it's likely based on Gio's value post expansion draft.
