I don't see it that way. This is the reality of expansion drafts. Last time the Flames escaped because they didn't have enough good players.
A lot of teams will lose a good player they don't want to. The Flames are no different.
What may have changed is they could have thought, when signing Tanev, that they would expose him. Which is why the lack of a NMC was notable at the time. But his play vastly exceeded expectations while Gio had a declining year (better second half). So now the situation has changed.
BT of course should explore scenarios to keep him. But I don't see how he backed himself into a corner. It's just the reality of the expansion draft.
