The Netherlands is a good example; they have pretty similar vaccination stats to Alberta (65% 1st dose vs 63% in Alberta and 39% 2nd dose vs 45% in Alberta), and their cases have exploded in the last 10 days:

Jun 30: 634
July 1: 825
July 2: 941
July 3: 1,125
July 4: 1,215
July 5: 1,519
July 6: 2,209
July 7: 3,646
July 8: 5,431
July 9: 6,926
July 10: 10,345
It sounds like a lot of their spread is coming from nightlife and parties. So while the Stampede grounds themselves may not be a problem, all the parties and events put on by others could be.
