That's because in all previous expansions, the new teams only had garbage to pick from. In 2000, teams could protect 9 F, 5 D, 1 G, with an option to do 7 F, 3 D, 2 G instead. Nobody is going to give up significant assets to lose their #11 F instead of #10, or #7 D instead of #6.

In 2000, San Jose made side deals with both Columbus and Minnesota not to take Evgeni Nabokov. That was worth their while, because they did not want to expose two extra forwards and two extra defencemen to protect a second goalie. The only other side deal was one Buffalo made with Columbus, also to protect an extra goalie.

Incidentally, both Atlanta and Nashville were exempt from the 2000 expansion draft.

Nothing happening in this expansion (counting Vegas and Seattle as a group) is unprecedented, except that the new teams are paying pots of money to have good players to pick from, instead of trying to make a gourmet meal out of ketchup packets and toaster leavings.
