Yes, that's exactly what I'm telling you. My wife is a non-unionized City employee. Her salary has remained 100% unchanged since January 1, 2017. It's the same story for every other non-union employee at the City unless they changed job titles to a more senior position during that time.

So 14,000 people got promotions last year? I know exactly 1 person who works at the city and they are not unionized and they have gotten multiple raises in that time. Are they getting slight change in titles with no change in job? Because their job hasn't changed significantly from what I have been informed.
There are about 16,000 employees at the city of Calgary and CPS according to my quick googling and 14,000 of those got raises last year...
Edit: Sorry should have been knew 1 person, he just moved last week after 4 years out east.
