I'm not talking about moving up on the salary grid. I'm talking about getting a promotion and changing job titles, for example an individual contributor being promoted to a leadership role or a manager being promoted to director.

Yes, that's exactly what I'm telling you. My wife is a non-unionized City employee. Her salary has remained 100% unchanged since January 1, 2017. It's the same story for every other non-union employee at the City unless they changed job titles to a more senior position during that time.
