Who's getting raises? Non-union City staff have had their wages frozen in place for 4+ years. Unionized City staff got 0%, 0%, and 1.5% over the past three years. Per the article you linked, some employees got a
promotion to a more senior role that comes with a higher salary, but that's not the same thing.
