When the city punted their decision to July 5th the province hadn’t clarified their rules on Hospitals and transit. That seems like a reasonable reason to send the administration back to make a recommendation on removing the bylaw.
The city bylaw was put in place well before the province one was. The province one was certainly implemented after it was prudent to do so based on evidence under the rational that local jurisdictions should decide based on the conditions of spread on the ground. It seems to many that logic does not apply to removing it.

Either leaving it on for two weeks until we know the rT for delta with no restrictions or taking it off and seeing what happens are reasonable positions within the current level of scientific knowledge.

Drug looks like a petty idiot for blocking the third reading and making them schedule another meeting to delay things, not for voting against it. Reasonable people could vote either way, once you've lost a vote wasting everyone's time is stupid.
