It also makes a lot of sense from an employer standpoint to be cautious with your street facing personal and ensure they are willing to come back to in person work. I would say that most city services are large indoor public areas so from a risk perspective their decision seems reasonable.

Not even really that. Council mostly said that determining wether city property should have a mask requirement is the city managers job, not theirs.
So they said that the mask bylaw remains in effect for city properties until the city manager can review and determine plans.
