They allow all businesses to make their own decisions on wether or not masking is required. The city as a business has made the decision to require masking for itself. This is what people asked for.
It also makes a lot of sense from an employer standpoint to be cautious with your street facing personal and ensure they are willing to come back to in person work. I would say that most city services are large indoor public areas so from a risk perspective their decision seems reasonable.
