The fact of the matter is that the Developer sold Investors. The Developer gets their money regardless of whether the businesses in their location succeed or fail.

I guess, but is this that different from a residential condo? Developers there raise money, build the thing, and then eventually walk leaving the condo corp/owners to their own devices.
