I think it's the other way around. I think that Sylvie was actually successful at enchanting Loki and everything from the train onwards is an illusion she's made for him to try and figure ... something ... out. I think she wants to recruit him to her plan but wants to understand him better first.
I think that episode four here is going to be Sylvie revealing why she's trying to destroy the Time Keepers and we close out Act 2 with the two of them heading back to the TVA to execute her plan.
