What caught my attention was the tragic phone call, which the caller says "the pool is caving in"... in the images the structure of the pool is still intact (though empty)...seems like a structural column(s) in the parkade failed and that caused a cascade effect on the remaining structure.
that's not an easy fix, and like some condos with limited reserve funds, the board might have tried to put off the repairs or tried mitigation as opposed to doing the major repairs that would be required.
40 year major inspection is crazy to me...that's going to be changed for sure...25 years would be more reasonable imo.
