Absolutely no doubt about it, in either scenario, as far as I’m concerned.
Within the rules or not, they held him out to gain a competitive advantage. It may not make them cheaters but it makes them even bigger pieces of #### than I already thought they were.

I don't get the hate, they are good enough without him to make the playoffs, so they are a piece of #### for resting their star allowing him to heal properly and maybe be better long term. Sure they could have rushed him back, but why? they managed their player well they managed their cap well... sounds really like people are just jealous.
If it was your own favourite team that did it, you would justify it. But instead it is a team that isn't like and people are playing a whole bunch of what if scenarios in their heads when they really have no information of what actually went on behind the scene.
