If the city wants a long term plan/solution for the area they should just elevate Shag south of Country Hills so that they can eliminate the lights at that intersection and elevate the road all the way north to the interchange at Stoney. Hidden Valley can then become an underpass/tunnel situation similar to the TransCanada at Valley Ridge.
