Looking at his career the only time he potentially would have been available was the 2014 offseason between Nashville and Washington. Flames had Hartley under contract at the time, and it was when they were still in "rebuild" mode before the 14-15 seasons accelerated plans.
I guess maybe they could have tried to hire him in 2018 after the Flames fired GG and Washington didn't extend Trotz after winning the cup, but he was pretty much immediately hired by the NYI (resigned from Washington the Monday, signed to coach the Islanders the Thursday).

Peters was hired more than a month before Trotz was even finished with the season.
Fun fact, before he won the cup, Trotz had never gotten past the second round.
