They aren't the best teams because they spend to the cap, Tampa has high pedigree players from high draft picks, Vegas is good because everyone kept giving them assets and high profile players want to go there.
This team can't become good overnight, it's going to take a lot of work and time with a bit of luck. Trading for a kid like Patrick and him all of a sudden becoming the player he could be would help. If they gave up Backlund for Patrick, worse case scenario is they're in the same spot they are now.
