For example, raise the GST back to 7%, take the difference and give it all to First Nations. Nobody will say boo. Nobody is going to change their vote over it. It doesn't have to be a flowery campaign promise, just do it.

Well that's the thing. Taxes is most certainly a ballot box issue so raising taxes as you suggest may well cost a party an election. Or if they do, there are numerous "high priority" items looking for funding that the public seems to care about more.
