On paper that makes sense. Sadly in practice it doesn't work that way. I think the Mass Effect Legendary Edition is a good example, since they were careful to say "Up to 1080p/30fps" for PS4 and Xbox One base consoles. In practice though, there are tons of framerate dips and performance issues that make it a bit rough. This is a pretty common issue in most cross-generation titles and there isn't much incentive for them to make the previous generations smoother.
Even the PS4 Pro and Xbox One X aren't immune to these issues. In the Mass Effect example, I would have preferred if they didn't target 4k/30fps and 1440p/60fps but lowered it to 1440p/30fps and 1080p/60fps to improve the consistency of the game. On the PS4 Pro, I can only force the resolution to 4k or 1080p, not 1440p, so there's no way for me ty to find a nice middle ground.
