Everything else is mathematically impossible.
If Vancouver wins, they pick 10th. If they lose in any fashion, they pick 9th. I believe Ottawa has the tie breaker between them.

Sorry, I should’ve said lottery odds not draft order. Would you please explain why only those two draft positions are possible though?
