You'd have to have some sort of cushion, otherwise you'd be punishing the teams that played under the cap for most of the season in order to save up space to add salary at the deadline.
With the NHL's track record, it seems like any time a rule is changed to address a rare situation, it seems to backfire and lead to unintended consequences down the road.
For that reason, it's probably better to just leave it as it is. For most teams, playing without your best players for a large chunk of the season is a bigger punishment than anything else the league could hand out anyway, so it's not like this is ever going to be a major problem.
