Sure this isn’t the Federal Government with this decision, but it is still a level of government that would need to allow the Jays to play in Toronto. I don’t see July being at all possible, and with the below I doubt August is either.
And that of course still assumes that the border will be open to international travellers without quarantine restrictions, which would be required for USA Baseball teams to land in Toronto
