I will agree with you that he probably hasn’t specifically referred to the process of building a Stanley Cup winner. If you are looking for that, I doubt you find it. Building a contending team, maybe. Building a team, more likely.
I think it’s been a word he has used many times in dealing with other things like draft preparation, evaluating the FA market, filling out the roster in a given season etc.
It also seems like a good way to justify a decision like Ward that people are questioning. I am sure his bosses and everyone else appreciate hearing that there was rigour, and that there was good reasoning behind the move.
Just sucks when the team flops and the decision doesn’t look so hot
