I don't see it as victim blaming to encourage people to protect themselves in general. I think you can both believe that the sole fault/responsibility for an assault lies on the perpetrator, while also believing that potential victims can take actions to reduce their likelihood of being attacked.
That being said, I think it's pretty distasteful to be suggesting that a victim could have avoided being harassed or attacked if they were just more diligent, or making it sound like they share responsibility for the incident. It comes across as pretty un-empathetic towards the victims - like saying "well, sucks that your house flooded but you should have know that was a risk buying a place in a 1-in-100 year floodplain". Technically true, but pretty unhelpful after the fact. It's tough to navigate that space between trying to spread helpful advice for people to protect themselves without sounding like you're victim blaming.
