I believe Twitter will reduce the visibility of an account that tweets out the same content repeatedly so you can't just repost or retweet something if you want it to be seen. They probably thought it was a creative way of saying "In case you missed it earlier".
I've seen other people on Twitter post things like, "for the after work crowd" or "for the evening crowd" when reposting content. It's basically the same as that.
