Something along these lines would make sense to me.
Make sure the team that drafted the player gets fair compensation, that's really the issue.
With Adam Fox for example, we didn't get full value out of that, and neither did Carolina.
If there was a clear "minimum price" for snatching up a college player that got drafted by another team, there would be less pressure for the drafting team to trade the prospect early (and thus not at full value), in a situation where there's hints they don't want to sign with you.
Player still gets to sign elsewhere if they want to wait until end of college, but teams agree to compensate each other when that happens.
