The CBA seems pretty cut and dry on that, but I suppose they could throw a wrench in it because the Flames are the only team whose AHL team is done this soon (the Islanders' affiliate finishes next week, everyone else plays into mid-May).
Although, it doesn't really give the Flames any unfair advantage to be able to play some minor leaguers, so I don't know why anyone would oppose it as long as they remain cap-compliant.
