If a Super League were to ever work, which I don't think it never will, it would need a Commissioner out front doing all the press. A Gary Bettman explaining why it's needed. The owners of the 12 would have to relinquish power to Gary. Which is why it'll never happen.
The American owners want an American style league structure, they need a commissioner.
