A pretty dumb thing this year given the separate divisions.
Last place in each div is pretty distinct (BUF, DET, OTT, ANA)...NJD is pretty close right now at .415, but it's also the best division and they've had a fair share of 1OAs, so let's treat them like the rest.
Those 4 get 10% each.
The other 12 get 5% each. Draw for all spots.
