I wouldn't say that is true at all.
I think only 25% of 2nd rounders even play 100 NHL games and I think that drops to 15% in the 3rd round and beyond.
Only 25% chance to get a guy that may or may not be even replacement level is terrible odds.
Trying to build a team exclusively through drafting would be an abject failure.
