Don't know if this applies to you, but we had a single handle shower faucet installed in our last house. We noticed the water would not get very hot. The faucet had a little plastic ring which regulated the maximum pressure for hot and/or cold. It had been turned so that, when the handle was turned to maximum hot, it would only open the valve to allow about 1/4 of the maximum hot water pressure. I adjusted this ring, and our water temperature was back to normal.
The ring was not on the valve itself, but just below the faucet handle, and prevented the main valve from being turned all the way in one direction, if that makes sense.
