This is only part of the story, though. Colorado won the Draft Lottery in 2013, but they were shuffling between middling and terrible for years before then. In 2008 they finished 10th, then 28th, 12th, 29th, and then 20th before again finishing bad enough to finally win the MacKinnon sweepstakes in 2013. They did not just decide in 2013 to start rebuilding and took off from there.
