By the law of averages, as you say, this team should be in a playoff spot (or close to). Expected stats are a somewhat overrated IMO, but when sample sizes are small it's the best stat available for tracking player/team performance.

But that ignores the goalies performances for both teams, and the relative ability of both teams to finish their chances. Plus ignores a teams power play and penalty killing.
Now Calgary is about average in PP and PK, but well below average in Save percentage.
And the eye test suggests that Calgary’s shooters are below average in finishing plays. Whether that is simply bad luck or a lack of skill is the question. If it’s bad luck, they’ve been unlucky for a number of years.
