Now, that doesn't mean it will require $9M to sign Tkachuk long-term. He can accept a long-term contract for any amount.
But it does give his camp leverage. If the Flames qualify him for 1 year at 9M, he becomes a free agent after that season. The Flames can avoid a qualifying offer and sign him long-term at a lower cap hit, but essentially, if Tkachuk wants to leave, he can leave.

I thought he needed 7 years of service to become UFA? After next year its only 6....no?
If not then...sure. Explore both signing long term and trades.
