I think the criteria is whether the forward motion is used to propel the puck towards the goal, or if the skate's forward motion is to put the boot into place to redirect it.

Here was Gaudreau's no-goal against Montreal a couple weeks ago:

If tonight's goal counts, this one should too... and vice versa.
