I've seen some scouts thay have Waddle ranked highest on their board due to perceived upside, and some who have Smith ranked higher due to perceived pro-readiness. Some scouts have compared Chase to Anquan Boldin, which would still be the best WR the Eagles have had in years but hardly a generational talent.
I'm not defending Howie's draft record. I hated the Reagor over Jefferson pick last year, but for a team with as many holes as the Eagles have, it makes more sense to grab a premier player at 12 and arm yourself with more picks than it does getting a premier player at 6 and having less throws at the dartboard. It's not like they traded into the late teens or 20s.
