Vegas paid what they did because they knew they could sign him - he ended up making that clear to them. Calgary didn’t because, yes, they found out in the discussions that they had no shot at that.
Maybe, just maybe, people know about that stuff.

ETA: Just to match Stone’s $9.5 Calgary would have to pay $11M. And that’s just to draw even with Vegas.
