It's a start and stop sport - easier to be focused when you only have to focus for 30 seconds before a break.
Also I'd argue that most of the time the NFL and NBA are just as poorly refed as the NHL, so not sure why they are being used as comparisons.

The issue is that on any given play in the NFL, there is at least 1 hold and some illegal contact. Ref's just give penalties when it is too blatant not to call.
