I think there are two differences in the NFL.
NFL has more structure -- multiple refs all have very specific things they are looking for on the field. And the play is very structured from whistle to whistle. IMO the NHL is more hectic.
It's a start and stop sport - easier to be focused when you only have to focus for 30 seconds before a break.
Also I'd argue that most of the time the NFL and NBA are just as poorly refed as the NHL, so not sure why they are being used as comparisons.
