The foreign backers of Wind left a long time ago when they realized Canada doesn't actually want a significant fourth player. 
 
Also with the anti investment work the Liberals have done the last 6 years, does anyone want to jump into a small market with high costs and a government that will do sweet all to ensure fair play? 
 
 My guess is they sell to a "startup" that does little to nothing with the assets for a few years, then flips them back to the Big 3. Government shrugs and life moves on.
